ACGM Legislative & Industry Accomplishments

 Over the years, the Association of Charitable Games of Missouri has worked tirelessly to protect and strengthen charitable bingo across the state. Here are just a few of the key victories we’ve helped secure — thanks to the support of our members and dedicated board volunteers.

Advertising Restrictions Ruled Unconstitutional (1998)

Successfully challenged and overturned Missouri's law restricting the advertisement of bingo games, allowing organizations to legally promote their events outside their halls.


Prevented Gambling Boats from Hosting Bingo

Ensured that casino-style gambling operations could not offer bingo, preserving the integrity of charitable bingo.


Increased Number of Bingos Allowed Each Week

Secured approval for organizations to host two bingo games per week, doubling their opportunity to raise funds.


Legalized Electronic Bingo Devices

Helped legalize electronic bingo card monitoring machines, increasing efficiency and attracting new players.


Extended Paper Sales Time from 1 to 3 Hours

Advocated for extended selling time, giving bingo halls more flexibility and better player turnout.


Raised Pull-Tab Limits

Increased the legal limit on pull-tab ticket counts, giving halls more room to operate and grow their games.


VFW Membership Transfer Rule

Enabled smooth transfers between VFW posts without a two-year waiting period, as long as membership remained active.


Protected Against Restrictive Progressive Game Limits

Stopped efforts to limit charitable groups to one progressive game, preserving variety and flexibility.


Blocked Lottery-Style Video Gaming in Liquor Establishments

Prevented Missouri Lottery from placing video machines in venues with liquor licenses, protecting nonprofit bingo interests.


Reduced Membership Wait Time from 2 Years to 6 Months (2018)

After 11 years of effort, ACGM helped pass Amendment 4, allowing members with at least 6 months of affiliation to legally work bingo events.


Increased Allowable Advertising Budget

Raised the cap on bingo advertising expenses from 2% to 10% of total receipts — giving halls more tools to grow.


Expanded Abbreviated Bingo Licenses

Increased annual bingo game limits for abbreviated license holders from 4 to 15 events per year.


Secured Permission for Multiple Convention Attendees

Worked with the Gaming Commission to allow up to three members per hall to attend the ACGM convention with bingo funds.


Took a Stand Against Unregulated Slot Machines

Organized grassroots action and legislative outreach to oppose the spread of unregulated video gaming machines in Missouri.


Ongoing Legislative Advocacy

ACGM continues to support bills like HB-48 and HB-985, aiming to eliminate sales tax on paper products used for bingo.
